Our Mission
The mission of the TERO Program is to assist the Eastern Shoshone and Northern Arapaho
Tribes to develop effective Indian Preference laws and TERO programs to ensure that
Indian and Native people receive their basic entitlement to employment, business
and entrepreneurial opportunities on and near the Wind River Indian Reservation.
TERO History
On March 10, 1982 the Eastern Shoshone and Northern Arapahoe Business Council established
the Tribal Employment Rights Office (TERO) Which is otherwise known as Title X under
the Law & Order Code of the Shoshone & Arapahoe Tribes of the Wind River Indian
Reservation.
Tribal Employment Right Ordinance
TERO is the Tribal Employment Rights Ordinance or Office. TERO Ordinances require
that all employers who are engaged in operating a business on reservations give
preference to qualified Indians in all aspects of employment, contracting and other
business activities. TERO Offices were established and empowered to monitor and
enforce the requirements of the tribal employment rights ordinance.
TERO Commission
The TERO Commission is comprised of both the Shoshone & Arapahoe Business Council
members. The Commission grants Indian Preference and enters into cooperative agreements
with state and federal agencies. As well as oversee the daily office functions of
the TERO staff.
Equal Employment Oppoitunities
The Equal Employment Opportunity Commission EEOC is a valid part of TERO. With assistance
in requiring fair employment under Title VII, which includes race color, sex, gender,
and national origin. As well as age discrimination, equal pay, and Americans with
disabilities. This only applies with the Contractors and Sub-contractors that work
on or near the Reservation boundaries.
Hiring Goals
All employers are required to give preference to Shoshone, Arapaho, and other local
Indians in Hiring. The percentage for the hiring is currently set at 50%.
Referrals
Referrals are given to clients that meet the criteria for hiring. Skilled persons
in the workforce are then referred to employers that are looking for positions to
be filled. In most referrals a Drug Test is required and sometimes a valid Driver
License.
Terminations
If an individual is referred to a job and they quit or get fired, they will be placed
on Term I. Which will be a six- month probation period, they will still be able
to be placed, but will be monitored until the probation period ends.
If they quit or get fired again they will be placed on Term II for a period of six-months,
which they are unable to obtain any services from the program until the period expires.
